 Responsible for the purchase of goods and services including suppliers’ transaction, item definition and quantities, delivery and payment follow up  Pre-tender work: assessing the requirement of item(s), approval of the authority as per delegation of powers, drafting of Tender Documents / Terms of Reference (TOR), getting the draft tender documents  Obtain and analyze quotations and negotiate total cost elements for assigned portfolio.  Getting the tender advertisement published in leading newspapers for the interest / information of general public, specialized vendors, general order suppliers and various other authorities  Post-tender work: Participation in Tender Opening Meetings, preparation of tender opening statements, evaluation reports (comparing cost and quality offered by each bidder in the tender), presenting the technical & commercial evaluation reports to the competent forum  Issuance of Letter of Intent (LOI) to the technically acceptable and commercially viable approved bidder.  Negotiations with the approved bidder(s), in the light of directions by the approving authority, about the rate and other terms & conditions of the contract).  Drafting the contract for the purchase of specialized items.  Responsible for getting the draft contract  Issuance of work orders to the selected bidders, scrutiny of payment documents while forwarding the case to Accounts for payments  Participate in or lead supplier certification and quality system review efforts  Use measurement tools and monitor supplier performance  Prepare periodical reports as agreed with management  Create and manage inventory agreement
